NOTICE OF PUBLIC HEARING JOSEPHINE COUNTY RURAL FIRE PROTECTION DISTRICT

SUBJECT: The JOSEPHINE COUNTY BOARD OF COMMISSIONERS has entered an Order declaring its intention to initiate formation of a rural fire protection district organized under ORS Chapter 478 and will conduct the first of two public hearings to solicit comments on the proposal for formation.

PURPOSE OF PROPOSED DISTRICT: To provide an adequate level of fire protection service.

NAME OF PROPOSED DISTRICT: JOSEPHINE COUNTY RURAL FIRE PROTECTION DISTRICT.

BOUNDARIES OF PROPOSED DISTRICT: ALL of Josephine County territory, EXCLUDING the following: territory located within the boundaries of currently existing rural fire protection districts in Josephine County; territory located within the incorporated cities of Cave Junction and Grants Pass; certain other territory as set out in ORS 478.010(2); and certain non-contiguous territory in Josephine County that will not be benefitted by the proposed district. The boundary is described in Board Order 2024-055; a map is available at the Board of Commissioners’ Office.

JOSEPHINE COUNTY PUBLIC WORKS INVITATION TO BID
Grants Pass Airport Utilities

Josephine County Public Works is accepting bids for Grants Pass Airport Utilities. Sealed bids will be accepted at Josephine County Public Works, 201 River Heights Way, Grants Pass, Oregon 97527 until 2:00 p.m. PST on Tuesday, November 5th, 2024, at which time they will be publicly opened and read, and after which time they will not be received or accepted. Faxed or emailed bids will not be accepted. Bids must be submitted to: Neil Burgess, County Engineer, Josephine County Public Works, 201 River Heights Way, Grants Pass, Oregon 97527. Subcontractor Disclosure forms must be submitted prior to 4:00 p.m. PST on the same date.
This project requires the contractor to supply all expertise, personnel, equipment and materials for construction work located in Josephine County, Oregon. The construction work generally consists of water and sewer improvements but is not limited to: 1180 feet 12 inch PVC Sanitary Sewer Pipe, 4450 feet 2 inch HDPE low pressure sanitary sewer pipe, 6 each grinder pump station assembly, 4 each concrete manholes, 9450 feet 12 inch ductile iron pipe, misc. water fittings, 8940 square yard ACP trench resurfacing, 18,710 square yard cold plane pavement removal, 4500 ton aggregate base and shoulders, 2110 ton ACP, and temporary traffic control.
A pre-bid conference will be held at 2:00 p.m. PST on Tuesday, October 15, 2024, at Josephine County Public Works, 201 River Heights Way, Grants Pass, Oregon 97527. Prospective Bidders may attend this meeting; attendance is not required. Those not attending will not have their Bids declared non-responsive; however, Bidders are encouraged to make a site visit to become familiar with the project.

Prequalification of bidders is required. Bidders may obtain a Pre-Qualification Application from Josephine County Public Works, 201 River Heights Way, Grants Pass, Oregon 97527. The class of work for which Bidders must be prequalified is Construction. Prequalification Applications must be submitted no later than 2:00 p.m. on Tuesday, October 17, 2024.
This contract is for a public works project subject to prevailing rates of wage under ORS 279C.800 to 279C.870. Josephine County Public Works will not receive or consider a bid unless the bid contains a statement by the bidder that the bidder will comply with ORS 279C.838 or 279C.840.
Each bid must identify whether the bidder is a resident bidder, as defined in ORS 279A.120.
Josephine County Public Works may reject a bid that does not comply with prescribed public contracting procedures and requirements, including the requirement to demonstrate the bidder’s
responsibility under ORS 279C.375 (3)(b), and that the Josephine County Public Works may reject for good cause all bid after finding that doing so is in the public interest.
A contractor or subcontractor is not required to be licensed under ORS 468A.720.
Josephine County Public Works may not receive or consider a bid for a public improvement contract unless the bidder is licensed by the Construction Contractors Board.
