    F. Project Description: Project consists of a new 2,592 SF community building, 180 SF exterior bathroom structure, eight (8) transitional housing structures (16 units total), site improvements, and public utility/infrastructure installation within the adjacent roadway.
    The project includes all labor, materials, and equipment necessary, unless specifically excluded in the bid documents/specifications.

1.2 BID SUBMITTAL AND OPENING
A. Owner will receive sealed lump sum bids until the bid time and date at the location given below.

1.3 BID SECURITY
A. Each bid must be accompanied by an unconditional cashier’s check, certified check, or surety bond of the bidder Bid security in the amount of 5 percent of the bid amount. No bids may be withdrawn for a period of 60 days after opening of bids. Owner reserves the right to reject any and all bids and to waive informalities and irregularities.
B. Unsuccessful bidders will have their security refunded to them when the contract has been awarded.

1.4 PREBID MEETING
A. Prebid Meeting: A Prebid meeting for all bidders will be held at the Project Site, Schumacher Street frontage located at 204 S. Kerby Street, Cave Junction, Oregon 97523 on May 6, 2024 at 10:00 a.m., local time. Prospective prime bidders are required to attend.

  1. Bidders’ Questions: Project Manager will provide responses at Prebid conference to bidders’ questions received up to two business days prior to conference.

1.5 DOCUMENTS

1.6 OBJECTIONS OR COMMENTS
A. Any objections to or comments upon the bid specifications must be submitted in writing to the attention of Laura Mancuso, Executive Director, at 315 Caves Highway, Suite C, Cave Junction, OR 97523 or by email at ivlivingsol@gmail.com. To be considered, such objections or comments must be received at least SEVEN (7) working days before the bid closing date.
1.7 TIME OF COMPLETION
A. Successful bidder shall begin the Work on receipt of the Notice to Proceed and shall complete the Work within the Contract Time.
B. The following deadlines and restrictions are applicable to the project: The work is scheduled to start on June 3, 2024 and the Contractor must meet a construction end date of November 5,
2024.

1.8 BIDDER’S QUALIFICATIONS
A. Bidders must be properly licensed under the laws governing their respective trades and be able to obtain insurance and bonds required for the Work.
B. No bid for a construction contract shall be received or considered by the public contracting agency unless the bidder is licensed by the Construction Contractors Board of the State of Oregon as required by ORS 701.035 and 701.055. Each bid must identify whether the bidder is an Oregon resident bidder, as defined in ORS 279A.120.
C. The bidder’s attention is directed to compliance with ORS 279C.370 regarding submission of the First-Tier Subcontractor Disclosure Form. If the contract amount exceeds $100,000.00, the First-Tier Subcontractor Disclosure Form will be required and may be submitted either with the bid or within two (2) hours after the bid closing time and date at the bid site address. Failure to provide the First-Tier Subcontractor Disclosure Form may result in bid rejection.
