CITY OF CAVE JUNCTION, CAVE JUNCTION, OREGON, ROCKYDALE WELLS RESTORATION PROJECT, INVITATION TO BID
Sealed bids will be opened and publicly read at the City of Cave Junction, City Hall, 222 W. Lister Street,
Cave Junction, Oregon 97523 at 2:00 pm on Wednesday, January 31, 2023, for the above referenced project. City Hall doors will be closed; however, all bidders will still submit to City of Cave Junction byallotted time specified in the RFP. Subcontractor Disclosure forms must be submitted prior to 4:00 pm on the same date. Proposals received after the time fixed for opening will not be considered. Work under this contract is funded by Community Development Block Grant through Business Oregon and a partnership of Local and/or Private Funds. Special equal opportunity requirements imposed by that agency are contained in the bid documents, and bidders are cautioned to examine them carefully in reparing their bids. This project is funded wholly or in part with federal funds. Contractor shall pay the higher of either Davis-Bacon rates or the Oregon Bureau of Labor Industries (BOLI) rates. Contractor shall fully complywith ORS 279C.800 through 279C.870 or 40 U.S.C. 276a, concerning payment of not less than prevailing wage rates; each worker in each trade or occupation employed in the performance of the Work under these Contract Documents, either by Contractor, Subcontractor, or other person doing or contracting to do the whole or any part of the Work, shall be paid not less than the applicable prevailing wage rates.A non-mandatory pre-bid conference will be held at 2:00pm local time on January 24, 2023, at Cave Junction City Hall, located at 222 W. Lister Street, Cave Junction, Oregon 97523. Bidders must be prequalified on or before the bid opening date to be eligible for award. Pre-qualification must be at least one of the following: City of Cave Junction or the Oregon Department of Transportation. If the bidder is disqualified in any of these jurisdictions, the bidder will be ineligible
for this contract. Award of contract will not be final until the later of 1) Three (3) business days after the City of Cave Junction announces Notice of Intent to Award; or, 2) the City of Cave Junction provides a written response to each timely protest, denying the protest and affirming the award. On all projects, work performed by the Contractor’s own organization must be at least 30% of the

Each bid proposal shall be accompanied by a bid proposal deposit in cash, certified check, cashier’s check, postal money order, or surety bond in an amount equal to at least five (5) percent of the amount of such bid proposal. Checks shall be made payable to the City of Cave Junction. Should the successful
bidder fail to enter such a contract and furnish satisfactory performance and payment bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to the City of Cave Junction.
COST ESTIMATE: $1,450,000This project includes the restoration of (3) three existing source water wells and constructing a new pump control building at the City of Cave Junction’s property located at 300 Nolan Road. The improvement will increase impervious surface by about 1,300 square feet where BMP measures for water quality and flow control measures will be management through a system of (3) three new bio-swales. The associated piping crossing will utilize the Illinois River Bridge on Highway 199 to connect to the existing main line to the City’s Water Treatment Plant.Work shall begin no earlier than March 13, 2023 and must be completed no later than September 09, 2023. The City of Cave Junction may not consider a bid for a public improvement contract unless the bidder is licensed by the Construction Contractors Board. The City of Cave Junction may reject any bid not in compliance with all public contracting procedures nd requirements, including the requirement to demonstrate the bidder’s responsibility under ORS279C.375, and may reject for good cause any or all bids upon a finding by the City of Cave Junction that

The Kerby Water District (KWD) will hold its monthly board meeting on Wednesday, Jan. 18, 2023 at 1 p.m. at the Kerby Belt Building, 24353 Redwood Hwy. The meeting will include but not be limited to monthly business and financial reports. This is a public meeting and both the public and district members are encouraged to attend. On 01/18/22; 06/15/22, the above-described property was seized by the Josephine County Sheriff’s Office. The property is subject to forfeiture under ORS 131.550-131.600 as proceeds and/or instrumentalities used in the following prohibited conduct, and/or the solicitation, attempt or conspiracy to commit the following prohibited conduct: possession of a controlled substance, delivery of a controlled substance and/or manufacture of a controlled substance. Forfeiture means that the property will be deprived of that interest without compensation because of the use or acquisition of the property in or through prohibited conduct as defined in ORS 131.550-131.600.
